Harold believes that our children are our future and that the school system cannot be one that is grooming children for the prison industrial complex. Harold will work hard to eradicate the school to prison pipeline by promoting prevention programs that are age appropriate for youths from the earliest points. Traditionally we have focused on intervention exclusively. Intervention deals with children who are already engaging in problem behavior. There is little effectiveness in focusing on prevention. A truly comprehensive system would include prevention as well as intervention methods.

Florida’s high rate of incarceration has tremendous social and economic costs to the state. Incarceration has lasting negative effects on individuals, families and communities. The high level of incarceration also creates a tremendous strain on the state’s budget. Florida has one of the largest populations of elderly inmates, mentally ill, and drug addicted individuals in its prisons. This also exposes the state to higher costs in meeting the needs of these inmates. Harold will fight hard to ensure mentally ill and drug addicted individuals get the help that they need, rather than wasting resources to prosecute the most vulnerable in our community.

Harold will create a Conviction Integrity unit, which will focus exclusively on capital offenses and death penalty cases. This unit will be an independent investigative unit that will focus on absolving those who may have been wrongfully convicted, and will serve as an independent auditing Unit of the State Attorney’s Office.

Harold realizes that in the 21st Century, the new and viable threat is financial fraud. Harold will create new and innovative ways to combat all forms of fraud.

Harold will push to eradicate cash bonds for certain non-violent misdemeanor offenses and other non-violent offenses.

As State Attorney, Harold will not criminalize poverty. He will eliminate adjudications for Misdemeanor Traffic Offenses and other offenses that are remnants of poverty. Those offenses require attention to the surrounding circumstances and will require resources for rehabilitation rather than locking people away and ignoring their circumstances.

Harold will fight against sexual assault and all forms of abuse against women and members of the LGBTQ and non-binary communities. Harold will take a bold new approach in investigating these crimes while ensuring that the office takes a victim first approach, and ensuring that justice is served.

Harold is committed to employing prosecutors that are reflections of the community that they serve. Harold will work tirelessly to recruit, retain, and develop prosecutors who are passionate in serving the Broward County community.

Harold will support problem solving/therapeutic courts to intervene with those with addiction and mental health problems that contribute to criminal and delinquent behavior. By addressing the root causes in a systemic way these courts provide the care and treatment those members of our community require in order to ensure their safety and the safety of the community at large.
